On May 15, 2007, OnPoint Consulting, Inc. (OnPoint) was awarded a contract
by the Department of State (DoS) as part of the Department’s Hybrid
Information Technology Services for State (HITSS) Program. OnPoint’s
HITSS award was made under the Small Business Pool, and is a five-year
contract with a ceiling value of approximately $90 million. Under the HITSS
Program, OnPoint will provide DoS with a full range of IT services, including:
- software development and analysis
- systems maintenance and operations
- database design and administration
- configuration management
- requirements planning
- information security
- business process reengineering
- project management

Recent Wins
In October, 2007, OnPoint was awarded a five-year HITSS task order to
support the Main State Messaging Center (MSMC) Domestic Communications
Center (DCC). MSMC operates mission-critical systems that support
messaging for DoS and the Foreign Affairs community, including the
Automated Telecommunication System III (ATS III), State Automated Messaging
System Relay (SAMS\R) and State Telecommunications Automated Relay System (STARS),
while DCC processes all incoming and outgoing telegraphic messages within the MSMC.
Under this task order, OnPoint and its partner, ITT Corporation, provide IT
professionals cleared at the Top Secret—Sensitive Compartmented Information (TS/SCI)
level to support legacy DCC systems and facilitate DCC’s migration to the State
Messaging Archive/Retrieval Toolset (SMART).
